Synopsis : Banner of the Stars 3 continues where Banner of the Stars 2 left off.
Jinto has left the Star Forces and is returning home to govern his lands. Lafiel has taken extended leave to be by his side as they continue to journey together in space and time.
Jinto's return to his homeland is not going smoothly as the Martin's head of state resist the Abh and especially Jinto due to what they see as his father's betrayal of having surrendered to the conquering Abh in exchange for a position among the nobility.
In the meantime The First Division Fleet of the Star Forces move toward the Hyde System for a military mock battle which is actually a thinly veiled show of strength of what could happen should the Martin government resist Abh occupation.
In order for peace to finally take root in his homeland Jinto must come to a painful decision. However all through this trying time by his side stands Lafiel. In a testament to their deepening relationship and strength both of them decided to be each other's worlds.

After Crest of the Stars, Banner of the Stars I and II, most viewers have probably become fond of the cute couple: the strong-minded princess-captain Lafiel and the rather happy-go-lucky count-Supply officer Jinto. With the BotS II ending of Lafiel deciding to visit Jinto's home planet with him, viewers are probably left slightly impatient for what happens.
This is where the OVA comes in. Replacing the repeated battle scenes of the previous series with more politics, this OVA movie treats the viewer to a little bit more loving interactions (if you call it that) between the two main characters. As Jinto is the head of this expedition and not much fighting goes on, Lafiel's role is greatly decreased and she becomes more of a sidekick than a main character. The movie ends with the bitter-sweet ending of Jinto's sacrifice.
