To-Y is the lead vocalist of a band deemed GASP. During a night performance, To-Y was approached by Yoji, a popular artist in the music industry. As Yoji threw a punch at To-Y, it backfired and Yoji ended up with a bruise. To-Y is then pursued by Ms. Kato, a production manager who also looks after Yoji's music career. She's only interested in To-Y and urges him to be a single artist, but To-Y refuses.
To-Y and his bandmates (GASP), soon find themselves in a position where they can't perform anywhere.

This one-shot OVA didn't seem to have a purpose or solid plot. Can't say you really "get anything" out of it. There is very little dialogue, and no events that stick with you.
The best element about this OVA was the music, heck, it revolved around music so it has to be good! While the songs were not spectacular, they were quite catchy and easily likeable. I wouldn't mind getting a hold of them, but since this isn't a well-known series, looks like I'll have trouble in that area.
For its time, it has great art and character designs. The art aspect did not detract anything. Some character even came out as attractive. For example, the main character: To-Y reminded me of Onizuka (GTO). The background scenes, however, were very lacking. Most of the time, they were just abstract patterns or solid colours.
To-Y gives you a collection of interesting out-of-the-mill characters and the relationships between them. At least, they would have been at that time. I actually enjoyed watching this OVA, it was entertaining, and had a lot of filler "music video" like areas (with good music), but nothing is gained from it really.
