Best title of the season. There, I'm calling it already. And that's a mean feat considering how many titles there are in this season. I guess that's not much surprise, since this is pretty much the most popular/famous one now, so many people are talking about it, and there's so much coverage for it. Why did it take so long to get made? I heard the source material was pretty old...
Here's what KLK is about. Picture TTGL without the drama, and twice as insane. Well, KLK is definitely not as insane (yet) as the ending of TTGL where it becomes utter rubbish, but who knows, it might actually get there. And I can do without the drama. KLK substituted that for comedy and fanservice, and I have no complains whatsoever. It's so energetic, fun and lively that it's a guaranteed fun watch for anyone.

It seems that a little bit of time has passed since we last saw the members of Seirin Gakuen's basketball team. Time which they have spent training and developing new skills for the upcoming Winter Championship.
It also looks like we'll be able to see the rest of the Miracle Generation along with some newcomers.
Outlook: Looks like this will be as interesting as the first season. Catching a glimpse at what Kuroko has been training in the 2nd episode made the adrenaline surge through my body.

The second season of Kuroko's Basketball is well just that, the continuation from where they left off in the first season. As such I'd say it's not really something for new watchers to jump straight into.
To me there's really not a lot to preview when it comes to sequels as it targets the people who've seen the first show. So it just comes down to if you enjoyed the first season, and for me the answer is simply yes.
