my friend asked for help on .vin files, so may i ask if there are any programs or codecs which can play .vin files?

Never heard of .vin files before, have you tried the best codec pack you can download for free?

Has all (if not most) of all the codecs you need.

I also recommend vlc player search on google.

You can try filext.com and look for the extension there.
If that doesn't work, you can try google.com
