Need help IDing a manga...

I saw info about this manga in one of those American-published anthology books about manga artists. I can't remember any names, so all I have to go on is a sketchy description of what the manga is about. It's a long shot but perhaps someone's familiar with it.

The story is set in a future after some world conflict. Japan as a country no longer exists, and people of Japanese descent are selectively bred as servants and slaves.

That's about all I can remember... Just for parity in the same anthology they also introduced a manga that saw the defeat and conquest of America in WW2 but rather than glorifying war was actually about the underlying disruption to social order even in an apparent victory or some such.
