Pretty hard.... Well I think its Naruto well without the nine tail fox then it should be Sasuke. Well other than them it would be KAKASHI! He is skilled! Very Happy

itachi's boss itachi is strong enough but he was a higher rank than itachi must be atasuki boss

At the moment, I would say that Itachi is the strongest with his sharigan and high justus in every catergory.
The 4th Hokage may have been equal or stronger to Itachi, but since much of his strength was unseen, I can only say that Itachi is the strongest.
People near his level would be the upper atusuki members, the leaf senins, Sasuke, who may surpass Itachi and probably in the future, it will be Naruto who will surpass everyone.

if it was the strongest of all time i whould say yondime, if it strongest currently living shinobi, hmm i won't say itachi cause he's taking orders from someone who ranks above him in the chain of command right now, so maybe it's that guy, on the other hand, give orochimaru a powerful body to host him (sasuke or itachi or whatever) and you'll end with an extremely strong shinobi too...
