I DON'T think its pokemon, but I'd guess its from a Trading card game.

Just to clarify in solid English if you can't determine it from my post which was derived mainly thru knowledge of the interwebs and the details on the photo.

It seems to be likely that image is done by Ryo Uedo for a calender/artbook he makes yearly for comeket... for the year on that Image... (really low resolution, can't exactly tell WHAT 200X year it is from)
