When beautiful Tooru transferred to an all-boys school, he received a warm welcome...but little did he know that his new classmates had nominated him for the academy's "Princess System." The lovely campus "Princesses" must dress as girls (in frilly Gothic Lolita costumes) at school events in order to lighten the stolid masculine atmosphere. Tooru balks at first, but soon comes to realize the advantages of being a "Princess."
Although it's a little more detailed than that, such a description really does sum up the depth of the series. Which is a good thing. Rather than a bishie-ridden yaoi fest or an angsty melodrama, Princess Princess has thus far been a cute (but not cutesy), quirky high school comedy. It's surprisingly low on fan service and rides alot on strong characterization. The animation quality is also quite good, which is fitting for a series that emphasizes the good looks of its main characters over any sort of action sequences.
I'd almost go so far as to say that cross-dressing is not the main idea behind Princess Princess. Rather, it's a plot device that spurs on the three main characters (Tooru and fellow "hime", Shihoudani and Mikoto), who really come off as a bunch of normal guys with normal problems. It's obvious, if only from the ending animation, that there are homosexual overtones, but they don't feel forced or exploitive.
If you're looking for some more believable high school dramedy and are cool with (or enjoy) a bit of transexuality, I full-heartedly recommend Princess Princess
