grave of the fireflies, hahaha, god how it frustrated me. Seriously the whole thing was an emo person's wet dream, i watched it and disliked it from the beginning (in case u haven't already known). afterwards i started watching some hopeless romance anime to get the feeling of depression out.

IMO, Saikano was overhyped. I can't give the series more than a mediocre rating. But well, ideals and opinions aside..

-Air (I cried watching this)

When I was about 10 or so I almost cried in that pokemon episode where pikachu meets a group of other pikachu and Ash wants him to stay, because he think he'll be happier that way...I was 10 you know...

Edit: Oh yeah, I cried in the last episode of Elfen Lied.

The intro to Hajime no Ippo: Champion Road gets me riled up. I can't think of anything else that gets my blood pumping so much, even that Mortal Combat song.

In the final episode of FLCL when Haruko returns and Naota realizes how important her pesence is in relation to counter-balancing his desperation from the lock-step, altruistic lifestyle he lives in, he breaks into tears into her lap. This pulled on my soul when I first understood the series after watching it in subtitles. The battle for individuality always makes me emotional, especialy when I find methods (such as FLCL) that are succesful in fighting against collectivism.
