system error 10061

When my computer starts , a little window pops up saying system error 10061.Connection refused.
I have dynamic dsl ( i am saying this this because some1 said that i had to go to start=>run=>command>ping "my ip" but i have 0% failure
Can someone tell me how to solve this problem?

Hi again.I dont if this is the cause of my problem but i bet it has a connection with it.
One week before i downloaded a torrent pack with files from rapidshare(Rapidshare Premium Pack 2006 version 4 - 43in1 (AIO)).
But in tune up i see registries like Windows updates( 3 of them).Antivir (3 of them) and etc.But when i checked properties, all of them were form rapidshare.
I disabled them with tune up but every time a restarted my pc there were there.
I couldnt find where it was installed because i couldnt find it in< unstalling programms> of windows and tune up
