Please post any screenshot of the file and error. I can't help you much if you did not provide me with that since I do not know what is the exact error and what file that you are trying to delete. _________________

The problem that I see is that you have uninstalled your AntiVirus. Are you sure that you did not uninstall your Symantec? From what I see, all the important files inside Symantec are gone from the folder....... _________________

You can't just delete a software's folder especially one that uses many system files. I would suggest you to reinstall Norton and uninstall it the right way.
Or you could try using Unlocker:
http://ccollomb.free.fr/unlocker/
It won't fix any system errors but only unlock files being used. |

May I know how old is your hardwares? Sometimes, PC freeze may happen due to hardware failure and lack of computer maintenance, not directly because of a particular software. I have used Norton for years and I do not encounter any of the issue that you experienced.
Maybe you need a really good once-in-a-while harddisk format. If you can still go to Windows, I suggest that you backup your data and format your harddisk. _________________

Brand new does not mean that the hardware may not be faulty, but really, try to do a fresh install of Windows if you encounter more issues. I think solving this issue without anyone looking and feeling your PC will be hard since there are lots of factors that may contribute to freezing.
Anyways, want to ask which version of Norton that you installed on your PC? _________________
