in my openion i have to say onegai teacher, Ahh! my goddess and love hina. but my fav fav is onegai teacher and give a perfect 10/10.
and i love it even more when i saw the OVA~~~~ -O- |

if you liked Please! Teacher, then you'll prolly like Please! Twins... though I wouldn't say either of them are the "best" romance animes... that title belongs to Mahoraba ~ Heartful Days _________________

I really liked the first four or so episodes of Ai Yori Aoshi, before it became all Haremish on us. Then there were only occasional good romantic parts here and there.
I liked Please Twins, but it had a stronger Family component, and the special circumstances for the romance was very interesting.
There SHOULD be more romance in Full Metal Panic, but Sousuke is too much of a block-head! |

I haven't seen Mahoraba ~ Heartful Days
so of what I've seen it would be Love Hina (didn't like the start or art of Onegai teacher)
sorta depends by what you mean by 'best romance' like you want 'aw sweet they are in love'
or 'aw yeah that fits my fetish' |

| my fav was Ichigo 100%. Most people may not like it because of the ending but its one of my all time fav manga/anime. I highly reccomend it as a romance story. |

Kareshi Kanojo no Jijou (Kare Kano/His and Her Circumstances) is probably my favorite all time romance anime. It doesn't rely on fanservice, slapstick (for the most part) or gimmicks. It's just a straight-forward story about two people with their own issues, how they deal with them, and how they fit into each others lives.
I noticed a lot of people saying Love Hina. There are a number of classic anime in a similar shounen vein, like the Tenchi series, Ranma, Saber Marionette, Video Girl Ai, etc. which I heartily recommend you see if you like the genre. They're a bit older and the art isn't as polished as modern anime (what with the computers and all), but they're full of heart and just as entertaining. |

There's plenty to name for some, Love Hina, Ah! my goddess, Fruits Basket, Elementar Gerad, Saber Marionette, and others just too lazy to right and i cant remember for some. _________________

His and Her Circumstance up until the final episodes. It starts off slow, but quickly becomes a great watch.
Saber Marionette J is also good, but I don't really consider that a romantic comedy as much as a sci-fi harem comedy series. |
