There are Anime with foreigners or half-Japanese as main characters taking place in imaginary Japan
There are plenty of anime which have non-Japanese main characters: Examples are Meine Liebe, Gunslinger Girl, Chrono Crusade, Black Cat and Sakura Wars 3 (set in Paris). But the setting of all those mentioned anime do not take place in Japan but rather outside Japan. Also all the mentioned anime's casts mostly or entirely consisted of non-Japanese (for instance there are only one or two Japanese in some of these anime like Meine Liebe or Sakura Wars 3)
In recent years there are a lot of anime set in imaginary Japan with gaijins or half-Japanese being lead characters of an each almost all-Japanese cast. Seems to me that multiculturalism is becoming popular in anime anyways.
Lee Shengshen (Darker Than Black): Chinese
Negima Springfield (Negima)
Arcueid Brunesteid (Tsukihime)
Saber (Fate/Stay Night)
Sakuya Ookoch (Sensual Phrase manga/Kaikan Phrase anime): half-Japanese, half-American
Rebecca Miyamoto (Pani Poni Dash!): half-Japanese, half-American
Elise Housen (Canvas 2): half-Japanese, half-French
Although I have only read the pirated manga volume 1 of Oh My Goddess, I would like to believe that Belldandy is a Japanese goddess rather than a foreign one despite that her name doesn't sound Japanese. But I can't make my judgment of Belldandy's actual origin, since I only read the manga volume 1.
What anime else am I missing?
I don't want to sound rude but I don't know much about the fan opinion on these anime in Japan and I am curious to know how the majority of anime viewers and manga readers in Japan feel about a mixed race character or a gaijin being the main character and/or having a relationship with a full-blooded Japanese character.
SPOILER! (highlight to read):
For instance, at the final episode of Canvas 2, Hiroki Kamikura finally decided to go out with his 16-year old half-French cousin Elise Housen who is a few years younger than him instead of a Japanese woman his age. Elise and Hiroki have indeed become a canon couple.
In addition, there was the anime/manga Card Captor Sakura that asserts or at least implies the intercultural pairing of Syaoran (Chinese) and Sakura (Japanese) have become a canon couple.
As a matter of fact, I remember having heard a while ago that interracial relationships with most Westerners are already much acceptable while the intercultural relationships with Chinese or Koreans are more or less acceptable in Japan, although I am aware that there are a lot of Chinese-Japanese marriages. |

| The biggest one that comes to my mind would be Code Geass; set in a futuristic Japan and the main character is british. |

there's a foreign student who joins the cast of Okijan no Sensei/Doki Doki School Hours around the halfway point. He openly admits he only came to Japan to get his hands on more anime and manga, haha.
Princess Hyatt from Excel Saga is a "foreigner," haha

| Tamaki Suou from Ouran High School Host Club is half-Japanese and half-French. He came to Japan in a deal with the grandmother of his family so his mother would be taken care of, since she was poorly and they ran into financial problems. |

Ichigo Mashimaro (Strawberry Marshmellow) has an english girl as one of the main characters. Mirielle Bouquet from NOIR is from Corsica. Altena from NOIR is also either German, Spanish, or French as well. I dont think its ever clearly stated. Although shes not a main character, Sylvania from NOIR is Sicilian. Other than that, cant think of any right now. I guess technically that blonde girl Patty from Lucky Star was from America, but shes not quite a main character. _________________ Miku Miku!!
