Anybody help me name this anime?

Can anybody help me find the name for this anime? I rember watching it like 8-12 years ago and it could of been an OVA but im pretty sure it was a movie.

It was an anime based in the near future where the world's polar caps have melted and submerged most of the world.

There are only 6,7 or 8 submarines and each major nation owns one.

There are fish people who rule most of the world since its flooded and the humans have to survive.

Im pretty sure the boss of the fish people was created by a human.

Any ideas on what it could be?
