my dvd video stutters

when i put in a dvd that i bought it works fine. then i put in a dvd that i got from china that was obviously burned onto a dvd-r disk and it is just fine. But when i put my own dvd-r disk using dvdlabpro to make anime into dvds, it stutters horribly! what am i doing wrong that people in China arent? does my dvd just suck for unknown reasons?

oops i forgot to add that dvdlabpro for some reason outputs my anime files somewhat badly. it becomes sort of blocky at times for some reason. can anyone recommend a better dvd authoring app? prefferably that doesnt cost hundreds of dollars
