Points System and Content Issues

Just a general question on content issues and points.

Assuming that one of the purposes of content restriction is to 'protect' younger audiences from accessing certain types of content, (in my mind, content that they haven't become desensitized to yet ^^)...

How does getting enough points on the user database suggest that you are, presumably, old enough (eg: over 18 ) to read some of the restricted manga (like 'My Two Wings'). For example, couldn't just a 13 year old, which would have more time on his hands, easily hit enough points and start happily reading away? Whereas a 19 year old (legal age in numerous countries) may not be able to read the manga at all? Anyone get the logic behind it?

(I understand and respect the 'contribute/participate to/in the community in order to gain greater access to it' idea. It's just the presumably 'age-restricted stuff, unlockable by points', idea that doesn't make sense to me).
