Whats a good program for making animated pics? i just can't really find a decent one.

If you're talking about making animated gifs, I'm sure there are already plenty of other topics. Try looking for those first.

A gif file is consist of many picture like a slide show. Just use virtualdub to capture the screen and save into gif file, then use Adobe Image Ready if have to combine the pictures.

you can also use macromedia fireworks to do it too, if you have.
