Seta Soujirou from Rurouni Kenshin since he blocked his emotions and doesn't hestitate to kill and the Jackal from the GetBackers because he goes out of his way to kill people just for the fun of it. Aizen was cool too but alot of people already used him so.... I had to improvise a bit hehe. I know theres more but I just can't remember /sigh

1- Johan (monster) : he's simply evil but still he got all his mind and he's a pure genius until the end (ok havent watched the last 4 episodes... man am afraid to be disapointed, it will break my heart :*[) ! not like light who... bah you know .... someday I'll wake up and realise that it was just a big scam because afther the death of L this manga became a real joke on himself anyway

2- All the people that got a contract on their head (jigoku shoujo) : they are all just ... trash... and trash like that really exist...

3- Half ..... nah more like 79% of the characters in berserk( the manga ... not the intro that they called an anime serie) are simply the definition of evils.... do I really need to name some?

Oh yeah most of the char's of narutaru are evil too... man those kids are scary!

One of the best villains ever is Naraku from inuyasha, everybody falls but not him, he always get what he wants and nobody can stop him, and the series never ends cause of him.

1st sergeant Kururu from Keroro Gunsou ("SGT. Frog" in america) he's dark, insidious, has the most god awesome laugh ever (ku ku ku ku ku ku ku ku) and he wears shiny awesome headphones that destroy stuff. I suppose he's a bad guy, I mean, despite the fact that thier the main characters, the Keroro Platoon's goal is to invade pokopen (earth).

Umm... Sanji (One piece) and Chii (Chobits) are considered bad guys? (Unless, well, you count Freya, who is kinda evil at some point)

Not sure these counts a bad guy too, but I'll say
Light Yagami (Death Note)
Lucy (Elfen Lied)
Sephiroth (FFVII)
And many other characters from Utawarerumono who used to be the bad guys
