Well, another answer would be as a group, we stopped fansubbing long ago ( after Maria-sama ga miteru) and we never touched scanlating ( save for lil me here! ).

the reason why it's incomplete because the series itself is still running! I'm sure it's not even finished in Japan. I'm sure the fansubbers are working hard to bring Bleach and Naruto to people like us. Besides, there are lots of groups (or one large group) working on these series.
