I doubt it is illegal, especially for the fact it's all over the place.

Bittorrent itself is not illegal, it is just a file sharing program which allows files to be transfered in a P2P fashion. However, it is ILLEGAL to download files that are licensed, such as anime, music, movies. So make sure you are downloading the legal stuff and you should be fine.
