if its on a dvd-r or dvd+r i think u do need a dvd drive

Yes, you need a DVD drive to read any DVD on your PC. If you have a DVD-Video, then you can use your conventional DVD player to play the video.

If you want ONLY to read data, then just buy a DVD-Rom Drive. If you want to use it to burn data for backup of your computer data, get a DVD-burner.
I recommend buying the burner as it is quite cheap nowadays. Not only that, the burner can also burn CD so it can burn your CD as well. If you want some cheap one, try to get BenQ DW1640. That is quite cheap in my region and also work quite well so far.
