Kenshin does have the best skills, but for overall best swordsman character, i'd say Motoko.

Jin from Samurai Champloo can also kick butt, and Kyo from Samurai Deeper Kyo is pretty cool too.

definitely Kenshin's master, Hiko. The guy is so awesome he could stop that giant guy's sword without even blinking. No way Kenshin could do that. As for Zoro, he is cool, and I like his style, but he needs three swords, while Hiko only needs one, and he is more deadly to boot.
