The Shukaku would only protect Gaara from harm with sand. But controling the sand requires Gaara's chakra so I would say it is Gaara.

We got to and have to respect Naruto's and Gaara's own powers man. Even though they extracts chakra and powers from their Tail-Monster from time to time, they still have their own powers.
